Regulated professions
Regulated professions are professions or positions that can be fulfilled in the Netherlands only when the person in question complies with Dutch statutory training requirements. The regulated professions can be divided into two categories:
1) Professions with direct access under EU law.
The person can work in the Netherlands, regardless of the EU country in which he has obtained his professional qualifications. The CBR involves the following professions:
- bus driver (private/public transport);
- transport manager road transport (entrepreneurial exams);
- truck driver.

Note: you do have to exchange your certificate of professional competence at the RDW.
Transport manager road transport
After completing the CBR transport manager road transport exam (entrepreneurial exams), you receive a certificate of professional competence for goods transport by road or for passenger transport by road.
Goods transport:
This certificate will enable you to apply for a Euro permit for goods transport by road from the National and International Road Transport Organization [NIWO]. More information can be found on the NIWO website.
Passenger transport:
When you want to apply for a Euro permit for passenger transport, you need to contact Kiwa. If you want to apply for a temporary driver card for a driver who comes from a non-EU-EEA country, please visit the website of the Kiwa register.
2) Professions for which the driver has to complete additional training
When a driver does not comply with the Dutch requirements attached to a regulated profession, he has to complete additional training or take an additional exam or test. This is written in Dutch law.
The CBR involves the following professions:
- LHV driver;
- driver of responsible transport of livestock or poultry;
- examiner driving licences;
- taxi driver.
